Overview of the Indonesia Search and Rescue Orientation Visit (OV)
USTDA is sponsoring a 12-day Orientation Visit for officials from Indonesia’s Badan SAR Nasional (National Search and Rescue Agency) (BASARNAS). The objective of the visit is to highlight U.S services and technologies for search and rescue efforts, first response capabilities, resources and facilities. BCIU will organize the Orientation Visit in May 2010, which will include visits to Connecticut, New York, Washington, D.C. and California. The trip will also include site visits to Coast Guard and Port Authority facilities; meetings with U.S. manufacturers; and government agencies involved in emergency management and search and rescue operations.
An archipelago country, Indonesia requires advanced search and rescue capabilities to respond not only to natural disasters (earthquakes, tsunamis, cyclones, volcanoes and forest fires) but also to transportation accidents, notably in the aviation and maritime industries. BASARNAS is the first responder for national disaster/accident relief. Formerly a subsidiary entity of the Department of Transportation with responsibility for only the aviation and maritime industries, BASARNAS was established as an independent agency in 2007 widening its organizational structure and responsibilities to include all national incidents. To expand operations the Indonesian planning agency, Badan Perencanaan Pembangunan Nasional (BAPPENAS), has allocated $50 million for 2009 and $120 million for 2010 to BASARNAS for the purposes of strengthening resources, facilities and training needs. Additionally, BASARNAS has identified goals for 2009 through 2013 which include establishing new SAR offices country-wide and first response teams in high risk disaster areas, strengthening human resources, creating a SAR academy as well as purchasing communications and IT systems (satellite radios), rescue vehicles and boats, helicopters and fixed-wing aircraft. These projects represent significant opportunities for U.S. companies.
