Chapman is the Deputy Chief of Mission at the U.S. Embassy in Brasilia. Mr. Chapman previously served as the Senior Deputy Coordinator for Development and Economic Affairs at the U.S. Embassy in Kabul, Afghanistan administering over $4 billion in foreign assistance. He was Chargé d’Affaires at the U.S. Embassy in Maputo, Mozambique from 2007 to 2010. His area of concentration in the diplomatic service is economic affairs. Other previous foreign postings include Political/Economic Counselor in La Paz, Bolivia from 2004 to 2006; Economic Officer, San Jose, Costa Rica from 2001 to 2004, Energy Officer in Abuja, Nigeria from 1997 to 1999; Economic/Commercial Officer in Maputo, Mozambique from 1993 to 1995; Consular Officer in Taipei, Taiwan from 1991 to 1993; and several assignments in Washington D.C. Mr. Chapman joined the State Department in 1990 and is a member of the Senior Foreign Service. Originally from Houston, Texas, Mr. Chapman spent his secondary school years in Sao Paulo, Brazil, first moving to Sao Paulo in 1974. He received his undergraduate degree from Duke University and a master’s degree from the Joint Military Intelligence College. He speaks Portuguese and Spanish and previously worked in New York and Saudi Arabia as a commercial banker.
